Help wanted: Kerberos' entries in config files

Our organization needs to run a Kerberos key server to service some of
our remote (net) access equipment's authentication system.

I am attempting to build and install kerberos (921209), on a Sun running
SunOS 4.1.3. I have followed the Operation Notes (Draft), and I am stalled
trying to run the admin server. When I run the server, I see:

KADM Server KADM0.0A initializing
Please do not use 'kill -9' to kill this job, use a
regular kill instead
 
KADM Server starting in fascist mode for the purposes for password changing
 
error:  Could not find service name in services database
Admin Server (kadm server) has completed operation.
---- and here ----

I have RTFM, and I can find no mention of a /etc/services entry needed for
the admin server. BTW, does the choice of UDP port effect kerberos? Is
there a standard port?

TFM has some sample inetd.conf entries for a sample server, are these needed
for a key server?
