Yes, there is an NTP mailing list <ntp@NI.UMD.EDU>. There is also a
bit more activity in the comp.protocols.time.ntp USENET newgroup.
There currently exists a one-way gateway from the mailing list into
the newsgroup. Send mail to ntp-request@NI.UMD.EDU to get on the
mailing list, though I *strongly* encourage you to just read the
newsgroup if you are able to.
