It's in the v5 distribution.  Works for V4 too.  I'm running it.  I think
more recent source is available from ftp.cray.com?  Dave Borman of Cray
is the author of the draft RFC for the authentication and encryption options.

PS: You get encrypted rlogin with v4 too.  Does it have to be TELNET?
