BIND-hesupd & Kerberos

I have two more questions about Kerberos/BIND:

1. We would like to create our own passwd program since the DEC
supplied one doesn't do enough checking to make sure the password is a
'secure' password (ie, all the same case, special symbols, etc.)
Unfortunately, there is no documentation on how to communicate with
hesupd. Is there anywhere I can look for information on changing the
passwd.db and auth.db that the primary server holds (through hesupd)?

Also I wonder if hesupd could be used in creating new accounts.

It would be great to be able to get the source code to DEC's passwd.c
and/or login.c to see how they do certain things.

2. Is there a way for a non-root owned process to retrieve auth
information? Some way of setting up tickets or adding things to the
Kerberos database?

Thanks,

Greg
