there any DES libraries on the distribution which require some archaic
export licenses? Or some other restrictions which might make the export
or use of this software impossible?

Or is it possible to transfer the archive to Europe and plug in, for
example, the DES library by Eric Young, found in pub/DES at
ftp.psy.uq.oz.au?
