Availability of des library outside the US.

   I'm just trying to install kerberos V5 from scratch on my site, which,
unfortunatly is outside the US. So I cannot get the sources of the des
library. I have 3 questions :

    1) Where do I have to apply to get an export licence, and what
conditions do I have to meet ?

or better :

    2) Is it possible to compile kerb5 without encryption. I just had
a look at kerb4 and found a flag somewhere to not use encryption. But
I can't put the hand on the same feature with kerb5.

and even better :

    3) Since des algorythms are well known, can I get somewhere outside
the US a compatible library ?
