The announcement that MCC no longer accepts reqs, and that all purchases must now be made electronically via SAPweb, omits the fact that Apple Build-To-Order purchases are still handled via paper reqs and hand-delivery to the MCC. It would have saved some time on the phone with Apple and NECX if this had been mentioned.
