well, it comes up whenever the space used by the IS locker gets to
be within 10% of its alloted quota (currently 130MB).  nothing has
to be done about it until you run out of quota entirely, at which
point it will become impossible to write new files into the locker
without deleting old ones.  as a preventive measure, if we
anticipate that another 12MB will need to be copied into the
IS locker in the near future, we can increase the quota ahead of
time.  however, the IS locker is getting pretty large.  if it
gets much larger it will become unwieldy to shuffle around the
AFS servers and may have to be split into multiple volumes.

does anyone have a good guess on how much more data we are planning
to put into the locker?
