Are you serious?
I tried to obtain web certificate for enrolling to the 1999 benefits using the
Web, and found out that the level of my computer literacy (I am not a computer
scientist, but just a PhD in Theoretical Physics writing a lot of C++ programs
to conduct my research) is very well unsufficient for that. It's clear from
your instructions that obtaining a certificate is a full time job - and I have
the other one, my own, for which I get my salary. Thanks, and I'll better use a
phone.
