tells administrative offices wanting an ip address to contact the help desk
by linking to this other page
http://web.mit.edu/helpdesk/www/submit.html
This should probably link to the new helpdesk case tracker system. I don't
have time to follow up on this myself, but to be thorough, one could use
the Infoseek search engine we're testing to find out how many urls link to
the old helpdesk form and need to be updated.
