As Gilbert and Sullivan might have said about this project,
"the tulips that bloom in the summer, tra la..."

When last heard from, I said that I was hoping for a decision --
and a positive one -- on TULIP around February 20th.  The Elsevier
Board did discuss TULIP at length during their meeting that day and
there is generally strong support, including positive recommendations
from the new director of strategic planning and R & D.  Nevertheless,
it is still under review and that process could continue for some
time.  I am told that the likelihood of eventual approval is 80%
or better, but that it may be another two-three months in coming.
  
I regret this delay and prolonged schedule.  If it gives you problems,
please let me know.

What I would like to do in late March and during April is talk
with each of you, either by e-mail, telephone or in person, and see where
things stand for you.  If you have draft proposals done, it would be
very helpful to me to have a look at them, however informally, as
soon as you are comfortable with that.

I will be traveling virtually all of March, from tomorrow through
the CNI meeting the 24th and 25th.  My secretary, Dorothy Henry
(212-633-3781, fax 212-633-3764), will know where to find me, but
I will be out of e-mail range after Monday, March 16th (my one day
in the office).  See you in Washington at CNI.
