When jjv and I looked at it we found it to be pretty unstable. One example
was repeated GPFs when trying to use the WebDeploy updater to WISE from
GLBS. We took this imply that it was not a problem in any code of ours :)
We were able to reproduce this on multiple machines.

I also found one problem with the way the feature is enabled. What we have
treid to do with installers that use iniftp and that have different
binaries for win16/win32 is to make the download process efficient. E.g the
Kerberos installer will not transfer the win32 files if you are executing
it from a Windows 3.x machine. Similarily we will not transfer HostEx16
binaries if you have chosen to only install HostEx32 from an NT or Win95
machine. 

WebDeploy does not make this distinction, or didn't when I looked at it
about a month ago. It would make a monolithic installer and transfer
everything, even it was inappropriate for the installation being performed.
For users on a slow link this is a real disservice.
