e40-008-9 (VAX) mangled /etc

E40-008-9 was reporting errors like this since about 10 20 last night.

Sometime around then, useful files like utmp were lost.  This caused
numerous programs such as finger and uptime to fail.  Inode 4 was /etc
I have copied /etc from e40-008-7 and rebooted.  I had to run fsck
manually on the old /etc wich I had moved out of the way, this also
relinked a number of files.  I have some relevant snapshots.  talk to
me if you want to look at them.  The server is back in production, and
hopefully won't do this again.
