zmodem not working on dialup

Hi! I'm not sure if this is the correct place, but please forward as
appropriate.
Several users have complained about not being able to use xmodem,
ymodem, or zmodem on the dialup machines, both rts and vaxen. After
typing rz, it "just cancels after a few retries."
SIPB, the maintainers of these programs, say that they have changed
nothing in the programs. Do you know if anything pertinent to zmodem
and downloading files has been changed in the dialup machines?
