The problem that caused those messages was that /usr was full; /usr/tmp
contained some files that were new enough not to be collected by
clean_tmp_areas.  I cleaned them up by hand.

The problem that prevented the workstation from activating was that AFS was
not running.  When I logged in, both /unix and /unix.strip were missing-
(don't ask me how it managed to boot).  The commands to add the AFS extension
to the kernel could not run because of this.  Copying in a new kernel
cleaned up this problem.
