I believe f $user@athena
	     [athena.MIT.EDU]connect: Connection refused

is correct behaviour, since it is looking for a user on a specific
machine, athena.mit.edu (which users do not login to). To look up
a user, use the command

	     f $user

which should work as you'd expect.
In your report, /etc/ping shows that athena.mit.edu was responding
to pings, and nfsping times out (athena.mit.edu isn't an nfs server, so
this is no surprise).
Perhaps I've overlooked something in your mail message... were you
reporting a problem? If so, please be more explicit. Thanks.
