This machine would not permit logins due to "machine did not activate
normally" error message. After rebooting it still had the problem.
One problem I discovered was that the /usr/vice/etc/CellServDB and
/usr/vice/etc/CellServDB.public files were zero-lengthed for some reason.
I copied in the proper CellServDB files from another machine and
rebooted. Now the machine appears to be working properly.
Sorry, I didn't check the last-modified time on the CellServDB files.
