Files, quota, and notification

I saved information in an emacs file about five days ago. I
was over quota at the time (by about 30K), but the newly saved file
would have created ~53K back-up file -- still ok by quota standards.
Emacs gave me no special notice that my file was not fully saved or
that there wasn't enough space to save it, so I (thinking everything
was ok) logged out.
I logged in four days later, last night, finding that indeed,
my quota was about 60K over, with a few days left to take care of it.
Unfortunately I keep my quota very full on a normal basis (had had
this problem several times before), and decided to get back under
before having to go over again. Firstly I deleted my backup file.
Then I began to add to the normal file only to find out that instead
of being ~55K, the file was now 8K!
My questions are: Has something about emacs changed, or was I
imagining things when I thought it gave warnings about quota? Can I
get this file "/mit/enigma/notes" back, say from 11/9/91, noon or
before? If it is possible, how can I get more disk space alloted to
me?
