question about color monitors.

I've noted that the dec color monitor have this little button on them.
If you press it, the screen will saver with distorted colors, but soon
correct itself. The button has not effect for a few minutes, but after
some period of time, you can get the earlier affect.
What does this button do?
Should I press it?
Should I not press it?
Does it make a difference?
