oliver (VS2 in SIPB office) will not boot

Oliver, a VS2 in the SIPB office, appears to be currently unable to
boot. We have tried booting from the on-disk kernel, and via tftp, and
the boot in each case gets no further than displaying
tmscp0 at uba0 csr 174500 vec 770, ipl 17
(Normally, the next line to print out would be
tms0 at tmscp0 slave 0
)
It had been successfully running release 7.3M from September 11 - 15.
