Problem with 3100 keyboard

The VAXstation 3100 (joan-d-vinge) in the EECS ECF Student Staff
Office (38-394) has problems with the keyboard.  It is impossible to
type at it - characters appear in upper and lower cases, and in
arbitrary order: typing "test" produces "t" and a <CR> or "ttes" or
other combinations of those letters.

The machine had exhibited the same problems a few weeks or months ago.
Field Service came in at that time and swapped the keyboard (while the
system was powered up), but this might mean that the problem was with
the system board.
