reboot not working?

Due to the failure to recognize the zip disk, I rebooted to make
a difference in the situation and even this doesn't seem to be
working. The machine is m4-035-9.mit.edu, basement of Bd. 4,
it stopped at 'Starting AFS cache scan....' I am completely lost.
