moira outage and deactivation

Moira will be unavailable starting at Midnight Tuesday night
1/26/1999. It will become available again sometime late Tuesday
night, but I can't predict exactly when.
The purpose of the outage is to deactivate old accounts
In addition to moira being unavailable for changes and new
registrations, the nightly propogations from moira to other servers
(eg, hesiod, mailhub) will be delayed until the deactivation is
complete.
