Problem with athena workstation

We have a Sun Ultra 5 workstation in our lab.
It is an athena workstation, but for some
reason it can't run the windows manager properly.
We get the athena login prompt, and the X-windows also runs, but
the windows come without a toolbar.(i.e unframed)
The workstation's name is balboa, and the configuration menu
says that it runs athena version for sun4's.
We think this might be the problem. The workstation is located
at 39-566, and I am informed that once it arrived, the athena
configuration has been set up by the IS staff.
Can you please tell me what might be the problem, and if possible
make an arrangement to send somebody from the IS support staff
to look at the workstation.
If this email is not a relevant hotline question, I would really
appreciate if you forward it to the branch that deals with
these kind of situations.
