Extended SIPB service outages on Dec 28

The SIPB will be moving a shelving unit into its machine room space on
December 28 and installing hardware there. This process will cause
outages of most SIPB network services, including but not limited to:
* Web service on www.mit.edu
* News service on news.mit.edu
* The sipb.mit.edu AFS cell
* Discuss meetings provided on SIPB machines
* Linux and NetBSD installs
We will try to minimize the time of individual outages, but won't (at
this time, anyway) commit to particular intervals since we can't
easily predict them and since this is during winter break.
The sipb locker should remain up by virtue of its athena cell mirror.
