hotline@mit.edu is not the appropriate address for reporting
problems with the Athena dialup servers. Those machines are maintained
by Athena Server Operations, and the correct contact address for
problems with the dialups is bug-dialup@mit.edu.
That being said, I've corrected the problems with mint-square,
and it should be accepting telnet connections again.
