weekly AFS restart occuring early

Due to the change from EDT to EST this weekend, the weekly AFS restart
will occure one hour early, at 5AM on Saturday night / Sunday morning,
rather than the normal 6AM.  The usual zephyr warnings should occur
before the restart.
