Monitor on m4-035-13: screen flashes and jumps

Please look at the monitor on m4-035-13. I just logged in here and I have
to logout because the flashing and jerking around, although slight, is enough
to give me a headache. IIRC, a few other monitors in this cluster have 
similar problems.
