Print quota accounts screwed up today

Yesterday, m16-034-p was reinstalled, but the old printing accounting data
files placed back on the machine. This had the affect of causing all print
requests sent to helios since september have been logged again. If any users
ask about this, tell them they will not be billed and the logs and quota
usage will be fixed by this evening.
