printer service error in barker

the printer in Barker library (barker) says 79 Service (8308) . I tried
shutting it off and turning it back on but the error message came back.
there was only one person logged in here at the time, so I doubt anything
in the queue needs to be printed.
Also, I doubt it's hardware hotline's responsibility, but there has not
been a paper recycling bin in the bldg. 56 cluster for months.
