double-sided printing

I've been consistently having the following problem at all the clusters
I visit:
To print double-sided on printer foo I type
lpr -Pfoo2 file.ps
This works fine if the queue is empty or if the printer is already
printing duplex.
If the queue has single-sided jobs ahead of me, my job also prints
single-sided. Is this a bug or a limitation? What can I do besides
wait for the queue to (hopefully) empty so I can print duplex?
