E40-008-5, a VAX 3100 model 40 used for dialup service, thinks it has
4 MB of RAM.  It should have 20.

	e40-008-5# machtype -M -v
	0x28bc00 user, 0x3e2000 (4 M) total

Dialup load is very high at this time, so fixing this is important.

To shut down a dialup machine, you should create /etc/nologin (which
will prevent the dialup name server from directing any more users to
that machine), wait until everyone logs off or for a reasonable length
of time, then use "shutdown".
