Why? It used to work all the time as an Athena printer. Now it
   doesn't. Why?

The printer is served by foobar.mit.edu. Since foobar currently isn't
responding on the network, queue requests for crayola-kids can't be
processed. According to moira, foobar is a vaxstation in 11-221.
