m11-182-11, -13 won't boot

Neither m11-182-11 nor m11-182-13 will boot. -11 says:
File read failed.
Boot load failed.
Memory address not aligned.
Type help for more information.

-13 had displayed an "ok" prompt at the Athena screensaver, and wasn't
responding to keystrokes. There did not appear to be obvious hardware
problems (i.e. the keyboard was connected). I power-cycled the
machine; it displays a number of non-ASCII characters (^[252z, I
think) interspersed with boot messages, and then beeps continually. I
powered down the machine.
