Broken emacs discuss groups on Menelaus

Transactions destined for menelaus:/usr/spool/discuss/bug-emacs have
been bouncing since around just after midnight on Feb 20. That is,
all transactions sent to the bug-emacs-mtg and the bug-gnuemacs-mtg.
This is the only meeting that transactions are bouncing from; it is
not possible to write to the transaction file, even locally on menalaus.
The transaction file is the biggest of all transaction files:
-rwx------ 1 discuss 13261860 Feb 20 00:09 transactions
Until we've figured out what's wrong, I changed the aliases file to send
transactions to those two meetings to /dev/null. (The old aliases file
in now aliases.save). (And, I ran newaliases after making the changes.)
I will talk with Ken Raeburn or Ted Ts'o to see if they have any ideas.
