Root Password keeps changing back to athena root password

Hi Guys,
This is Jon over in DCS and the root password for skippy.mit.edu keeps
reverting to the athena root password. Why? What can we do to stop this?
This has been a problem since we upgrade the OS to Solaris 8.0
