W20 Cluster is now in good shape

All the RVD servers on the 18.70 subnet now have 7.2R system packs
on them, and we've redistributed the load among the RVD servers.
The W20-575 cluster is now usable, and the performance should be
vastly improved.
Additional details:
- aristophanes and praxiteles: will provide only VAX packs
(their old rt packs have mode 0 set)
- speaker and zarquon: will provide only RT packs (their old
vax packs have mode 0 set)
- slartibartfast: is still "extra", i.e. no Hesiod info points
to it for RVD service
Richard and I hope to take care of 1 or 2 more public clusters over the
weekend. I will let you know as we schedule them.
