e53-220-1 fails on bootup

	E53-220-1, the machine hooked up to the video display in the
electronic classroom, fails on bootup. Right after printing the AFS
license information it complains "afsd: bad or missing file in
/usr/vice/etc" and shortly thereafter panics.
