SIPB services outage

Between 1:00am and 4:00am Wednesday morning (Tuesday night) there will
be an outage of the SIPB server machines reynelda (part of AFS),
bloom-picayune (discuss, rtfm), and senator-bedfellow (news) while we
replace possibly bad disks on those machines.
We expect each machine to be down for a significant period of time,
since we will need to copy the data off the old disks onto the new
ones. reynelda may be an exception.
