picus's queue is disabled

Hi!

A user is complaining that picus's queue has been disabled 
for the past 24 hours. The queue does appear to be disabled:

(momoney)~> lpq -Ppicus
PAPER-PUSHER.MIT.EDU...  Warning: picus is down: 
Warning: picus queue is turned off
no entries in picus
