IBM Monitor is flipping out

Subject: My IBM monitor is flipping out

Everytime that I open the window and the room get a little cool (not cold)
the monitor gets the shivers ( the windows starts to flicker/jump and the
text gets blurry).  Every time that I close the window, the display eventually
returns back ( after ~ 4 min) to normal.

The room is hot and stuffy, eventhough the heater is never on, so I need to
open the window from time to time.  Is there something wrong with the monitor
or is it behaving the way that it should?  I am just wondering if it could
be a hardware problem
