telnetting to athena

I am not sure if you are the right people to address this question to, but yours is the only address I have.
I am spending the summer at the University of Tokyo. I would like to telnet to athena to receive my mail. I have tried to use telnet with the address "athena.dialup.mit.edu," but the computer here cannot find that address. I have been told I need an IP address. I tried the address 18.71.0.20, which I found in the SIPB document, "Dialing into Athena." The computer here logged out before it could find the connection because it took too long.
Can you tell me how to telnet to Athena? If you can't, can you forward this message to somebody there at MIT who can? I have to say that I am not very computer-literate, so a quick and easy answer would be most appreciated.
