this option didn't seem to exist
i ran fs getcacheparms
which returned:
AFS using 19730 of the cache's available 147456 1 K byte blocks.

/dev/hdb2	196608		0	100%	23749	48%	/usr

i do not know if this is relevant, but it appears that there is a
problem with the /tmp directory as well.

Yesterday another consultant had errors trying to:
kinit, send mail, restart X.
It appeared that /tmp was full.
or perhaps this was caused by the cache problem?

df /tmp returns:

Filesystem      Total KB        free    %used   iused   %iused  mounted on
/dev/hdb3	12288		11732	4%	22	0%	/tmp
