Partial sipb AFS cell outage

The SIPB AFS server rosebud2.mit.edu will be down between 11:00pm and
1:00am tonight in order to replace a defective disk. The actual
outage time may be closer to an hour or half an hour if all goes well.
This outage will prevent access to the 1.7GB of data on rosebud2's
disks. This includes the volumes project.tcl (the tcl locker),
service.news, and system.sunos.usrathena, among others. This outage
should not affect the sipb or outland lockers.
