Subject: Cause of Outage 1/18/95

For your information -
In the process of removing obsolete cables in one of our manholes,
a contractor mistakenly cut into a live 13.8 Kv Cable. Miraculously he
was not injured, but the system, as would be expected, shut down and the
switches all opened instantaneously. We were able to restore power
within 45 minutes to all the affected buildings with the exception of
Building 16. We are splicing (reparing) the cable right now, but in an
attempt to keep research going in 16 as much as possible, we are feeding
the basement lighting and mechanical equipment and the 2nd, 3rd and 8th
floor laboratory spaces from an alternate source. We expect to restore
all the power to Building 16 at approximately 11:00 PM this evening.
We apologize for the inconvenience and disruption this outage caused,
but considering the gravity of the situation, it could have been a
great deal worse.
