"New" time limit on unattended workstations

Query: the new "First Come, First Served - NOT" poster mentions
that the time limit on being away from a workstation is 10 minutes; this
is different from the twenty minute time limit that had been in place
until now. Is this:
a) a typo?
b) a new, permanent policy ?
c) a new, finals-period policy?
Also, would you like the default timeout on xscreensaver lowered from
the current default, which is thirty minutes?
