problem: timeserver in bld. 13 (arachnid.mit.edu on the 2nd floor) is not working since the power outage today. he
says the timeserver always breaks after a power outage and this causes all the
machines in bld 13 to get off the net. He would like someone to fix this problem
asap and also such that future power outages don't cause the timeserver to
crash.
