        We are notifying you of power switching that will be
conducted this coming weekend relative to the Cogen Project.  The
purpose of this notification is to simply keep you informed as
requested.  We anticipate no power interruptions and nothing will
be affected, nor should you see any change in your service.
However, whenever there is power switching, there is always a
possibility of unanticipated power interruptions.

        The actual switching is scheduled for Saturday, 7/23, from 2 am
- 4 am and Monday, 7/25, from 1 am - 3 am.  The switching of
buildings will be from Bus A to either Metro or Dagget (7/23) and
back (7/25).  We will be paralleling the buildings and provide power
to your buildings from an alternate source.  This notification is for
your information only.  The buildings that are involved during this
switch include:

1, 2, 3, 4, 5, 6, 6A, 6B, 7, 7A, 8, 9, 10, 11, 12, 12A, 13, 14, 16*,
18, 20, 24, 26*, 31, 31N, 34, 36, 37, 38, 39, 42, 44, 45, 48, 50, 54,
56, 57, 62, 66, 68, 70, E1, E2, E3, E10, E15, E17, E18, E19, E20,
E23, E25, E34, E38, E40, E51, E52, E53, E55, N4, and N9

*NOTE:  There will be an electrical power shutdown scheduled for 16 &
26 only and is scheduled for Sat., 7/23 & Mon., 7/25.  They are both
scheduled to begin at 2 am, and will last for 1/2 hour each.  In addition
to the power, some mechanical equipment may or may not be affected.
However, the scope of this shutdown is being investigated and will
follow the normal shutdown procedure.

        Will you please circulate this message within you
departments as you feel is necessary.  If you have any questions

                                DETAILS

        I would like to include the following information for those
of you who are interested.  It is a more detailed description of the
work planned for this weekend.  Please keep in mind, the actual
switching is scheduled to take place as indicated above.

        In order to properly and completely perform the necessary
physical and functional tests required to commission our utility bus
at N16, the Cambridge Electric Company feeder cables, presently
connected on the bus, must be completely disconnected. This
requires the  MIT loads, on those cables, to be removed. The work
requires two(2) periods of switching and/or shutdowns, one to
switch the loads off so that the tests can be performed, and another
to switch the loads back. MIT loads will be switched from the
utility bus to both our Metro Station, located near W45, and to our
Dagget Substation located in E19.

The off loading procedure will commence at midnight on Friday
July 22nd and proceed into Saturday. Building loads and cables
must be switched in an exact sequence to safely provide an orderly
transition. Load flow and bulk load quantities have been calculated,
load data has been measured and verified, and metering and relay
settings have been reviewed to check and validate our procedures.

 Testing of the Utility bus will start at 6am following the off loading
and require two(2) sixteen (16) hour shifts, one on Saturday and
one on Sunday. All factory connections will be torque verified, the
bus circuit breaker connections will be micro-ohm  measured, and
all current transformers, which are used for protective relaying, will
be primary injection tested to verify proper operation. New power
meters with upgraded software will be installed at the utility bus
and functional operation of relaying and interlocks will be also
performed as required. The schedule for completion of  all testing is
10pm Sunday July 24th.

Upon completion of the testing, the Cambridge Electric Company
feeder cables must be reconnected to the utility bus and the MIT
loads that were switched to Metro and Dagget switched back to the
utility bus before start of the business day on Monday July 25th.
We have scheduled the reloading of the utility bus to begin
promptly at 10pm on Sunday and be completed no later than 6am
Monday morning July 25th. Building loads and cables must be
switched  back in an exact sequence, reverse of the off loading
sequence, to properly provide the transition.

 The only buildings scheduled to actually lose power during the
switching are buildings 26 and 16. This is due to the type and rating
of the 15kv switch currently in operation at building 26. All other
buildings will be switched to other power sources from Metro or
Dagget with a "make before break" procedure so that power is not
lost. Only an unforeseen emergency would require power disruption
in buildings other than 26 and 16. Emergency power is scheduled to
remain uninterrupted within all buildings.
