E51 water shutdowns

There are no additional planned water shutdowns scheduled between now and
the start of finals. There may be emergency shutdowns but we should get
notification of these from the Plant Operations Center if they occur.
There will be further planned shutdowns this summer in E51, E52 and E53
associated with the Tang construction.
