floppy disk problems

There seems to be a problem with using DOS read/write.
A diskette will be written with DOS on a PVAX, but then encounter
problems when reading it on an IBM machine.
Users are reporting to hotline that the diskette drives are broken and
that the diskettes get "eaten" (which they mean, software corrupted.)
When in fact, the drives are NOT broken.
Could some of this be due to the fact that two different systems are
used with two different floppy drives?
